In paddy cultivation, can Council Active herbicide—meant to be applied at 10–15 days—be applied as early as the third day?

In paddy cultivation, there are two types of herbicides. One is applied immediately after transplanting, and the other is applied when the weeds are at the 2–4 leaf stage, that is, around the 10th to 15th day.
The herbicide you are referring to is Council Active, which contains Triafamone 20% + Ethoxysulfuron 10% WG. It is most effective when applied between the 10th and 15th day because, by then, the weeds will have emerged. The herbicide then penetrates through both the roots and leaves of the weeds, effectively controlling them.
This herbicide can be used in both transplanted and direct-seeded rice cultivation.
